Mello-Roos Community Facilities Act
The Mello-Roos Community Facilities Act allows any county, city, special district, school district, or joint powers authority to establish a Mello-Roos Community Facilities District (CFD). This enables the financing of public improvements and services, such as streets, sewer systems, police and fire protection, ambulance services, schools, parks, libraries, museums, and other cultural facilities. By law, a CFD can also recover expenses needed to form the district and administer the annual special taxes and bonded debt.
Special Assessment Districts & Mello-Roos
The City of Beaumont has several special assessment districts within its boundaries. These districts are typically formed at the request of property owners, usually developers, as a means of financing infrastructure. Bonds are sold, and the proceeds are used to pay for the required infrastructure within the district. In return, the property owner agrees to pay principal and interest to the bondholders through annual assessments levied on the property tax bill. The obligation to pay the bondholders remains with the property as a lien and is transferred to subsequent property owners.
