What is the Housing Element

The Housing Element is a State-mandated policy document within the City of Beaumont General Plan.  It provides direction for the implementation of various programs and policies to meet existing and projected future housing needs for all income levels within the City of Beaumont community.  The Housing Element includes policies, programs, and actions to accommodate growth, identify opportunities for the development of housing, preserve existing housing stock, and assist the existing population.

Background

The City's current Housing Element (5th Cycle) was adopted by the Beaumont City Council in December of 2013 and was certified by the State Department of Housing and Community Development (HCD) on February 21, 2014.  The adopted Housing Element covers the planning period from October 2013 through October 2021.  The City is currently implementing the respective actions and programs for the current planning cycle.  The next housing cycle (6th Cycle) will cover the planning period from October 2021 to October 2029.

The City's Housing Element is being updated to comply with state law and ensure the City's policies and programs can accommodate estimated housing growth needs identified in the Southern California Association of Government's (SCAG) Regional Housing Needs Assessment (RHNA) allocation for the 2021-2029 planning period.  The 6th Cycle Housing Element and associated environmental document(s) will be reviewed for compliance with State law by the California State Department of Housing and Community Development (HCD) and must be adopted by the City Council no later than October 15, 2021.

The 6th Cycle update includes the following steps:

  • Assessment of City-wide Housing Needs and Opportunities;
  • Public Outreach;
  • Drafting of Goals, Policies, and Programs;
  • Preparation of CEQA - Environmental Review Documents as applicable;
  • Preparation of the 6th Cycle Housing Element;
  • Coordination with HCD to Obtain State Certification: and
  • Adoption of the 6th Cycle Housing Element by the Beaumont City Council

The identified steps and location adoption process will take place from November 2020 to October 2021, and include a multitude of public outreach efforts, such as community workshops, and public hearings (Planning Commission and City Council) to help shape future policy decisions. 

FAQs

What is the Regional Housing Needs Assessment (RHNA)? 

The RHNA process is mandated by state law and quantifies projected housing growth needs for both the City of Beaumont and the region. HCD and SCAG determine regional housing needs projections for the 2021-2029 planning period.  With input from the jurisdictions, SCAG establishes a methodology that allocates growth needs for each city in the region.

For the 2021-2029 Planning Period, The City of Beaumont is allocated 4,210 units to accommodate the City’s growth needs.  The growth need is distributed by various income categories. The Housing Element must provide adequate sites to accommodate this estimated growth.

The City of Beaumont is not responsible for the actual construction of these units. Beaumont is, however, responsible for creating a regulatory environment in which the private market could build unit types included in their State housing allocation. This includes the creation, adoption, and implementation of General Plan policies, zoning standards, and/or economic incentives to encourage the construction of various types of units.

Why is the City updating the Housing Element? 

The State of California requires that each jurisdiction update its Housing Element every eight (8) years to address future housing needs. The current adopted Housing Element covers the 2013-2021 Planning Period. The City is now planning for the 2021-2029 Planning Period.

Importance of updating the Housing Element: 

  • Ensures the City of Beaumont complies with State housing laws
  • Allows Beaumont to become eligible for State grants and funding sources
  • Demonstrates Beaumont’s ability to meet future housing growth needs
  • Allows Beaumont residents to further engage in the planning process

What is Included in the Update Process? 

The update is a community-based process that includes various participation opportunities for the Beaumont community. Key features include:

  • Opportunities to provide input virtually and in-person
  • A comprehensive review of community demographics
  • Identification of adequate site analysis to accommodate future growth need
  • Public Hearings before the City Council
