Photovoltaic Permit Streamlining

In accordance with California State Law, the City of Beaumont offers to its licensed contractor the option to utilize expedited permit issuance for residential photovoltaic systems and/or battery energy storage systems.  To be eligible to use the software, the following conditions need to be met:

  • Be a licensed contractor with one or more of the following licenses: A, B, C-10, C-46.
  • Your project must be a residential photovoltaic system and/or battery energy storage system that is no larger than 38.4 kilowatts alternating current nameplate rating.  
  • Possess a City of Beaumont Business License.
  • City of Beaumont Citizen Self Service (CSS) Portal Account.

By utilizing the expedited permitting issuance, the City contracts with a third party vendor to provide those services.  There will be additional fees charged by that vendor for the service.  Contractors still have the option to submit directly to the City of Beaumont for plan review.  City plan review is typically completed within 24-48 hours.  To apply for standard plan review, submittals should be made thru our Citizen Self Service (CSS) Portal.

Step 1:  Do you qualify?

  1.   Are you a licensed contractor with one or more of the following licenses: A, B, C-10, C-46.
  2.   Is your project a residential photovoltaic system and/or a batter energy storage system that is no larger than 38.4 kilowatts alternating current nameplate rating?
  3.   Do you possess a City of Beaumont Business License?
  4.   Do you have a City of Beaumont Citizen Self Service (CSS) Portal Account?

Step 2:  Submit for Automated Review

Step 3:  Permit is Issued

  1.   After the permit is issued and the work is performed, you can request an inspection from the Building Department thru the CSS Portal.
  2.   If your system contained a battery energy storage system that exceeded 20 kilowatts an inspection from the fire prevention division is required first.  To request an inspection with fire, please submit and email to that department.
  3. Prior to inspection a single line diagram must be uploaded to the CSS Portal and the following documents must be printed and available for the inspector on-site.  The size noted, is the minimum print size of the document in the field.
    1. Approved Symbium Issued Documents (8 1/2" x 11")
    2. Manufacturer's specification for all equipment. (8 1/2" x 11")
    3. Single Line Diagram (11" x 17")

Revisions

  1.   Any revisions required must be submitted and approved thru the Symbium software, additional fees may apply.
