Oak Valley Parkway Interchange

Project Description 

The California Department of Transportation (Caltrans), in cooperation with the City of Beaumont (City), is proposing to reconstruct the I-10 and Oak Valley Parkway interchange (Project) to improve traffic flow on Oak Valley Parkway and the 1-10 ramps. The Project will replace and lengthen the Oak Valley Parkway overcrossing structure to improve existing interchange geometry and implement traffic safety system improvements. Additionally, the Project will increase the storage capacity of the I-10 off-ramps and provide High Occupancy Vehicle lanes and ramp metering on the on-ramps. The ramps would be reconstructed to provide a safe area for maintenance vehicles to pull out and provide California Highway Patrol (CHP) enforcement areas. Additionally, sidewalks would be constructed on the south side of the bridges, and Class II bike lanes would be provided on both sides of the bridge. Four conceptual design options are currently being considered, including a Partial Cloverleaf Interchange, Conventional Diamond Interchange, Diverging Diamond Interchange, and a Single-Point Interchange. OV Interchange

California Department of Transportation (Caltrans)

The Caltrans approval process consists of various phases to complete new interchange projects. The first phase in their process is the Project Study Report – Project Development Support (PSR-PDS) document, which identifies several interchange configuration alternatives. The second phase in the Caltrans approval process is the Project Approval/Environmental Documents (PA/ED), which results in the selection of a single alternative and the completion of all environmental documentation, including the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) compliance. The third phase in this process is the Plans, Specifications, and Estimates (PS&E), which produce the final engineering design and construction documents needed to advertise the project for construction. All phases require Caltrans approval and a significant amount of funding. 

Project Approval and Environmental Document (PA/ED)

The City of Beaumont is currently in the Project Approval and Environmental Document (PA/ED) phase of the Caltrans process for the Project. The City has contracted with Dokken Engineering of San Diego, California, to complete the PA/ED. Dokken Engineering and its subconsultants will be preparing preliminary engineering and traffic studies, the Environmental Impact Report (EIR), preliminary engineering design (up to 30%), along with the Caltrans-required traffic analysis, geotechnical reports, and associated studies.

Project Updates 

  • Land Survey: Unico Engineering (Sub-Consultant) submitted the B1 Survey Materials package to Caltrans. 
  • Right-of-Way: Dokken Engineering and Unico Engineering conducted fieldwork related to the right-of-way monuments and ties for confirming property corners. 
  • Traffic Volumes Report: The Draft Traffic Volumes Report was resubmitted to Caltrans for review with the addressed comments. 
  • Utility Coordination: Utility Letters were transmitted to all utilities requesting utility mapping within the project area.
  • Alternatives Screening Matrix Workshop: Dokken Engineering held an Alternatives Screening Workshop with the Project Delivery Team (PDT) to score and rank five interchange alternatives based on various criteria such as traffic flow and congestion, environmental, design, and right-of-way and constructability. Examples of these Design Alternatives can be found below. 
  • The City and Dokken Engineering has scheduled a Public Scoping Meeting on July 17, 2025, at 5:00 PM at Beaumont City Hall to engage other agencies and parties to formally provide their views on the range and breadth of issues to be addressed in the Environmental Impact Report (EIR).  See the Public Hearing Notice below for more details.
